Albanian office HM&H reports that, in July 2025, the Albanian Parliament adopted Law no. 56/2025, amending the Foreign Investments Law (no. 7764/1993).
The new regime subjects investments in critical infrastructure, critical technology and dual-use goods, critical inputs, access to sensitive information, and media freedom to prior review, in line with the definitions of Regulation (EU) 2019/452.
The details of the mechanism—such as the competent authority, timelines, and investor requirements—are to be determined by the Council of Ministers, whose implementing rules are still pending. Once adopted, the mechanism will also need to be assessed for compatibility with Albania’s bilateral and multilateral investment treaty obligations.
