BULGARIAN ELECTRICITY MARKET TO BE INVESTIGATED BY THE COMPETITION AUTHORITY

WITH A DECISION FROM JANUARY 22, 2018 THE BULGARIAN COMMISSION FOR PROTECTION OF COMPETITION (THE COMMISSION) HAS LAUNCHED A SECTOR INQUIRY INTO THE BULGARIAN ELECTRICITY MARKET.

The last analysis of the electricity markets by the Commission, which revealed a number of competition law violations and lead to the imposing of pecuniary sanctions of approx. EUR 3 mil., was performed almost 5 years ago in 2013.

Announcement on the website of the Commission mentions that one of the reasons for initiating the sector inquiry are recent statements in the public domain with assertions for speculative prices on the free market of the electricity for business customers and suspicions that their increase has been aligned between the licensed traders with electricity.   Sector inquiries aim at gathering and analyzing a large volume of market information from as many market participants and interested parties as possible. The Commission is asking for active public support for providing any information and data related to the competition environment in the sector. It is to be expected that the Commission shall approach market participants with specific requests for information, which should be carefully addressed.
